本片以六十年代的香港社会为背景，以吴孟达（王十多岁男妓）、张敏（飞女组大家姐）和刘玉翠（坏透的女学生）三父女为骨干，连同杨丽菁、谢佩诗、吴绮莉、黄敏儿等组成的飞女群，反映当时一个十分严重的社会问题。反飞组陈晓莹、张坚庭与这群飞女周旋。故事由一个街坊福利会主办的舞会开始，在酒楼卖烟的飞女首领张敏在舞会上与客发生打斗而被送进往差馆。与此同时，其妹刘玉翠和父吴孟达亦分别因高卖及非礼而被捕。三人在差馆遇上反飞组的陈晓莹及张坚庭，张坚庭对张敏一见钟情，陈晓莹亦因此与张敏发生磨擦…
