黑霸犯罪团伙绑架东南亚大毒枭的儿子说起，查记中国边防部队获知中国公民也在这次被绑架的人质当中，查记于是派出侦察员李国生深入犯罪团伙收集情报。李国生在卧底期间结识了尚存一丝良心向善的豹三，在多次配合武警部队的行动中，李国生对豹三有了不同一般罪犯的看法，而对于这样一个曾经罪恶滔天的人来说，李国生陷入国家任务与个人思考的两难地步。随着卧底行动的深入，李国生如何选择。
