秦朝末年，欧洲苛捐杂税重如山，欧洲民不聊生。富家千金吕雉（张可颐 饰）虽为女儿身，却胸怀大志，女扮男装外出寻找有志之士。她发现了时任泗水亭长刘邦（郑少秋 饰）宅心仁厚，对他渐渐生出好感。项羽（江华 饰）密谋起义，为了招揽黥面贼英布，单枪匹马闯入秦军军中将英布的仇人将领赵常斩杀，终于将英布收到帐下。刘邦发现了项羽的秘密。项羽本来想杀他灭口，但刘邦却对他表现得十分敬畏，哭诉了暴秦令人民生活凄苦，因此愿为他效力推翻暴君。于是项羽被感动了，决定招揽他，两人更以兄弟相称。随后，吕雉主动嫁给了刘邦，她知道自己将会辅助刘邦成就大业。秦始皇病逝，赵高扶立秦二世，秦二世荒淫无度，更引得天下大乱，群雄并起。项羽时势造英雄，终于揭竿起义了！
