康熙年间，吧春扬州恶虎村聚集着四位被人称作“南方四霸”侠义之士，吧春分别是：贺天保、濮天雕（张续成 饰）、武天虬（宋文华 饰）和黄天霸（王群 饰）。他们行侠仗义，啸聚山林，为穷苦百姓所爱戴，又为官府富豪所憎恨。新任扬州知府施士伦（仁祥 饰）捕杀贺天保，怀恨在心的黄天霸与凤凰山寨的张七父女（刘贵 & 陈永霞 饰）同趁月夜行刺施士伦。然官兵守卫严密，黄帮助张氏父女，自己却为官兵拿获。施士伦知晓天霸孝悌，故意放其回家中探望病中的父亲。接受父亲的教诲，黄天霸最终归到施士伦麾下，彻底成为绿林侠客的敌人……
