改革开放的大王庄首创“十星文明户”活动，Ⅴ无村长成了电视台记者的采访目标。 可村长王长安心中有个麻烦事：Ⅴ无不知谁在他门上挂了一只鳖，为了安慰妻子大凤的怨恨情绪，表示不怕诅咒，王长安将鳖炖着吃掉了。 县纪委主任将王长安叫到县里，给了他一个村民们集体按手印的奖状，县里树王长安为廉政典型。这下王长安可心中不安了，门上挂鳖是有人咒骂还是行贿他伤透了脑筋。他和大风分析：承包水塘的马牛来过他家，肯定是有事相求而行贿。大风来到马牛家从他媳妇改弟口中探出线索。可改弟误会了大凤的意思，反而让马牛送来一只鳖，慌乱中将鳖塞进纪委钱主任包里，害的长安有口难辩。 村里的精明人旺旺、与婆婆有小口角而怕被摘掉“孝顺星”的麦穗都有求于村长，他们看准村长为鳖的事着急，便谎称鳖是自己挂的。王长安为破鳖案慌不择路，闹出了许多笑话，最后，麦穗的丈夫洋芋回来道出挂鳖的原委时，大家都笑了，笑得那么开心。
